Bill on civil nuclear sector among 10 listed for Winter Session | India News


FROM PROPOSING the inclusion of the UT of Chandigarh under the ambit of Article 240 of the Constitution, which empowers the President to make regulations for the UT and legislate directly, to seeking to open up the civil nuclear sector for private players, 10 Bills have been listed by the government for introduction in the Winter Session, beginning December 1.

Besides the crucial Atomic Energy Bill, 2025, which seeks to govern the use and regulation of atomic energy in India, the Higher Education Commission of India Bill is also on the age­nda. According to a Lok Sabha bulletin, the proposed law seeks to set up a Higher Education Commission of India to facilitate universities and other higher educational institutes to become independent and self-governing.

Among other proposed legislation likely to be taken up during the session is the Manipur Goods and Services Tax (Amendment) Bill, 2025, which aims to make amendments to the Manipur Goods and Services Tax Act, 2017 to avoid repugnacy with the Central Goods and Services Tax Act, 2017, which was amended through Sections 114 to 150 of the Finance (No.2) Act, 2024.

The Repealing and Amending Bill, 2025 is aimed at doing away with nearly 120 obsolete laws “which have served their purpose and need to be repealed”. Similarly, the Corporate laws (Amendment) Bill, 2025 pertains to certain amendments in the Companies Act, 2013 and LLP Act, 2008 to facilitate ease of doing business.

The Securities Markets Code Bill (SMC), 2025 seeks to consolidate provisions of Securities and Exchange Board of India Act, 1992, Depositories Act, 1996 and Securities Contracts (Regulation) Act, 1956 “into a rationalised single Securities Markets Code”. The Arbitration and Conciliation (Amendment) Bill, 2025 seeks to bring changes in the Arbitration and Conciliation Act, 1996.

The Insurance Laws (Ame­nd­ment) Bill aims to accelerate the growth of the insurance sector. The National Highways (Amendment) Bill, 2025, which is also scheduled to be tabled, seeks to “ensure faster and transparent land acquisition for national highways”.

Two Bills — the Insolvency and Bankruptcy Code (Amendment) Bill, 2025, and Jan Vishwas (Amendment of Provisions) Bill, 2025—which were referred to select committees earlier, are also likely to be taken up during the Winter Session.
