In the video, Good appears calm and is heard telling the officer, “That’s fine, dude, I’m not mad at you,” shortly before she tries to drive away. The officer then opens fire as the car moves forward.

Minnesota officials said on Friday they were launching their own criminal investigation into the shooting, after disputes with federal authorities over access to evidence.

The video, obtained by Alpha News and verified by Reuters, shows ICE officer Jonathan Ross approaching Good’s Honda SUV, which was partly blocking the street. As he walks around the vehicle, Good reverses briefly and speaks to him through her open window. Her wife, Becca Good, is seen standing nearby and filming the encounter.

Another ICE agent then approaches the driver’s side and orders Renee Good to get out of the car. She instead puts the vehicle into gear and attempts to leave. As the car moves forward, shots are fired. The vehicle continues down the street after the shooting.

US Vice-President JD Vance reposted the footage online, saying it showed the officer’s life was in danger. Federal officials have said Good used her car as a weapon and that the shooting was an act of self-defence.

Minneapolis Mayor Jacob Frey rejected that account after reviewing the footage. He said claims that Good committed “domestic terrorism” were “garbage”.

Other videos reviewed by Reuters appear to show Good steering away from the officer as she drove forward. The officer remained standing after the shots and walked toward the car.

Good was a mother of three. In a statement to Minnesota Public Radio, her wife said they had stopped to support neighbours during a protest. “We had whistles,” she said. “They had guns.”

A GoFundMe page set up for the family raised more than $1.5 million by Friday afternoon. The organisers said donations had been closed and the money would be placed in a trust.
Separate investigations

Hennepin County Attorney Mary Moriarty and Minnesota Attorney General Keith Ellison said the state would conduct its own investigation. The Minnesota Bureau of Criminal Apprehension (BCA) said it would assist.

The BCA said earlier that the FBI had blocked state investigators from accessing evidence and witnesses, despite initial plans for a joint inquiry.

Frey accused the Trump administration of trying to shape the outcome of the investigation by keeping state officials out.

Federal officials, including Vance, have said a federal officer cannot face state charges. Moriarty disagreed.
“The law is clear: we do have jurisdiction to make this decision,” she said.

The case has become a flashpoint in Democratic-led cities over the Trump administration’s immigration enforcement. In a separate incident in Portland, Oregon, a US Border Patrol agent shot and wounded two people in a car during a traffic stop on Thursday.

The Department of Homeland Security said the driver tried to run over the agent. Portland’s mayor said an independent investigation was needed before accepting the federal account.

The two incidents have sparked protests in Minneapolis, Portland and other US cities, with more demonstrations expected over the weekend. Democratic leaders have called for federal agents to be withdrawn, saying their presence is increasing tensions rather than improving safety.
